The centre aims to help "the Persian speaking community such as Iranians, Afghan Tajiks etc, to learn and gather while regenerating a building, which has sat empty for some time,” according to planning documents.

The building was used for a bank, it's thought from the 80s, before planning was granted for a restaurant/takeaway in 1996.

H Palace, which previously occupied the premises, was put on the market in 2016.
