The council is proposing to introduce “Mandatory With-Flow Cycle Lanes” on Cobden Bridge in place of the existing advisory cycle lanes.

Cycling UK explains: “If the painted white line is solid, it means that the lane is ‘mandatory’ and drivers have to stay out of it during its time of operation, i.e. they can't park or drive in it. Cyclists, however, don’t have to stay within it.”
The organisation’s site adds: “If the white line is dotted, it means that drivers are advised not to enter the lane, but it isn’t an offence if they do.”
Currently the Cobden Bridge cycle lanes are marked with broken white lines.

The “Statement of reasons” for the proposed move [pdf from SCC site] explains: “These proposals are to replace the existing advisory with-flow cycle lanes on Cobden Bridge with Mandatory with-flow cycle lanes. This will provide additional protection and priority to cyclists using this route.”
Southampton Cycling Campaign member Lyn Brayshaw commented: “Anything that makes it safer for pedestrians and people on bicycles is a step in the right direction. It should be safer and therefore encourage more cycling and walking. Everyone must do all we can to improve our air quality and hopefully this will help.”
