The inspector said in their decision notice that the site “appears to have been part of the garden for No 61 Cobbett Road [the corner plot] in the past and is now used as a temporary car store”.
The inspector noted that there were many aspects of the proposed scheme that were positive, such as the street frontage, which they said “would be an interesting and functional way to enhance a streetscene and enliven what is presently an uninspiring stretch of highway”.
Ultimately though, they rejected the appeal, noting that they considered it would have “unacceptable adverse effects on the character of the locality, living conditions for neighbours and on nature conservation interests”.
