Council's Portswood plan faces scrutiny

The council's Overview and Scrutiny Management Committee (OSMC) is a mechanism for decisions to be examined further, and potentially call on cabinet to re-consider the original decision.

The call-in notice was signed by OSMC chair Cllr Blackman (Lib Dem, Bassett) and vice chair Cllr Moulton (Con, Millbrook).

Reasons given for the call-in, according to meeting documents, include “misrepresentation of the findings from the [council's] consultation”; lack of information on current pollution levels and bus delays; disabled access; concern that the modified plans limit the objectives for the project; and “lack of clarity” concerning the trial's timetable, next steps and “success criteria”.

The city's ruling Labour group has a majority on the committee, but nevertheless it still acts as a check on council decisions, which it exists to scrutinise.
