The business park is off the residential Kent Road, by Saltmead.
As reported in 2021, site access, and the size of industrial vehicles along nearby residential roads, has been a key local concern.
The fine followed an earlier appeal by Car Sales Ltd (DSG) to the Planning Inspectorate against a council planning permission refusal and an enforcement notice.
As also reported, the appeal was refused on January 26, 2024, and DSG given four months to vacate the site.
Planning enforcement officers visited the site in May and found that the use of land for car sales was continuing and the enforcement notice had been breached.
The company was fined at a hearing at Southampton Magistrates Court in February, said the city council, adding that further enforcement action can be taken if the company fails to stop trading from the site.
Cllr Sarah Bogle, cabinet member for economic development, said: “The planning system exists to balance the rights of occupiers with the interests of local communities and the council has the authority to ensure that its decisions are followed.”
