The committee will determine the application to sell alcohol at the Woodmill Lane premises within the historic mill building.

The riverside cafe operates as a “food-led cafe serving breakfast, brunch, lunch, coffee, cakes and non-alcoholic drinks, with alcohol intended to be sold ancillary to the cafe, food, private hire, supper club and community/event use of the premises”, the application says.

A report to the committee says no objections have been received from responsible authorities, with 21 representations from local residents - 13 in support and eight objections.

Several of the objections are from people who support the cafe’s existing operation. Objections focus particularly on concerns over noise carrying across the river, a potential increase in parking in Oliver Road, and the possible impact on wildlife in a conservation area.

The report says three of the objections have since been withdrawn. The initial hours requested for the sale of alcohol - until 10pm daily- have been reduced following contact with local residents during a consultation period. They now stand at 9am-6pm Monday to Thursday and 8am to 8pm Friday to Sunday.

The committee is set to convene on August 12 from 4pm.

Licensing law creates a presumption that an application will be granted unless action is needed to promote the licensing objectives.
