Plans to bulldoze a pair of semi-detached houses and replace them with nine flats have been approved 19 months after councillors backed the scheme, but the developer must pay towards pedestrian and cycle improvements.

As previously reported, applicant Dr Erica Fogg’s proposal for 49 to 51 Belmont Road in Portswood went before Southampton City Council’s planning and rights of way panel in December 2024.
Councillors agreed to delegate authority to officers to grant outline planning permission subject to a legal agreement being completed.
Terms of the section 106 agreement were signed on July 30 and the council has now published its decision notice.
Trendloop Limited, whose sole director is Dr Fogg, must pay £16,000 towards pedestrian and cycle improvements at the junction of St Denys Road and Belmont Road.

This highways project will be carried out by the council and will include cycle lane works, crossing enhancements and traffic calming measures.
The development will see the existing properties, which have operated as houses in multiple occupation (HMOs), demolished and replaced by a three-storey building with two three-bedroom and five two-bedroom flats and two studios.
The three-bedroom units have dual use permission as dwellings and HMOs. On the 10th anniversary of the decision notice, the use operating at that time will become the permitted lawful use of each property.
A further application setting out details of the housing development will need to be submitted and approved by the local authority before building work can begin on site.
