An appeal is being made to the Secretary of State against the council’s decision to refuse planning permission to demolish Harcourt Mansions at 74 Whitworth Crescent, and replace it with a block of flats.The plans, rejected by the council in June, were widely opposed by locals, who want the street turned into a conservation area. Local councillors and John Denham MP have also opposed the proposals.
