Concessionary travel is currently available from 9am in Southampton, for all eligible pass holders.
But from Monday, January 25, the restriction will be lifted until further notice.
Concessionary bus passes will then be valid at any time Monday-Sunday, on all services operated by City Red FirstGroup, Bluestar, Unlink and Xelabus.
Cllr Steve Leggett, cabinet member for green city and place, said: "It is vital that we support the most vulnerable members of our communities to make essential journeys, such as travelling to receive a COVID vaccination when one is offered to them and to access essential shops and services at quieter times. Concessionary bus pass holders will therefore be able to travel on all bus services across Southampton without restriction, giving people complete flexibility."
The council also stressed that it's "vital that everyone continues to avoid all non-essential travel during lockdown, wears a face covering on public transport and in public places and practices social distancing".
The council's My Journey website offers advice on how to protect yourself and others when travelling on public transport.
