The Bitterne Park Hotel has had its licence revoked after “in excess of 30 persons” were found drinking at the venue during a Christmas Eve party last year.
The police described the incident as a “blatant disregard” for the coronavirus restrictions and fined the licensees £1,000.
The city was under Tier 2 restrictions at the time, so alcohol had to be served with substantial meals.
But police said no food had been served.
They also said that “nobody was wearing a mask”.
Business owners apologised and said things had “got out of hand”.
